Self-image - debt counseling from the perspective of ANKER | |
The history of debt is probably as old as the history of people. So being in debt is nothing new. What is new is today's form of over-indebtedness: Article 22 of the Universal Declaration of Human Rights states: Everyone, as a member of society, has the right to social security; he is entitled to the enjoyment, through national measures and international co-operation, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality, with due regard for the organizations and resources of each State. These fundamental provisions are reflected in the EU Charter of Fundamental Rights and their specification in the Basic Law. The Federal Republic of Germany is required by the constitutional principles of human dignity and the principle of the welfare state to protect the socially and economically weaker, to prevent social injustice and to guarantee the existential conditions for the free development of the individual. State action creates the framework and the conditions for this. Public and independent agencies deal with the specific tasks. Debtor and insolvency counseling is thus a socio-politically necessary task for social cohesion. It brings about the social integration of indebted and overindebted people and offers them new prospects. ANKER therefore understands debtor and insolvency counseling as a social service. It is committed to this field of work in order to provide holistic and qualified help to people affected by debt. The basic prerequisite for successful debt relief is the active cooperation of the debtor. The consultations are confidential and usually free of charge for the debtor. From ANKER's point of view, debtor and insolvency counseling should serve the economic, but also the social rehabilitation and integration of indebted and over-indebted individuals and households. To avoid over-indebtedness, prevention among adolescents and young adults should be developed and expanded. Despite the great importance attached to the activity of debtor and insolvency counselors, the job description of the debtor and insolvency counselor in Germany is unfortunately not regulated by law until today. For this reason, ANKER closely follows the "Function and Activity Description of Debtor and Insolvency Advisor" developed by the Working Group Debtor Counseling of the associations in the performance of its work. In this context, ANKER makes sure that the personnel it employs meet the requirements of the "Framework Regulations for Further Training as Debtor and Insolvency Advisor" developed by the Working Group of Debtor Counseling of the Associations. |
